In the city, abuse of the right to enter includes taking photos beyond the stated reason and giving fake reasons to come in. It also includes showing up without warning and asking to enter again and again. All of this can break the city's Tenant Anti-Harassment Ordinance (harassment means unwanted, hostile treatment).
