Legal Aid Society of Hawaii gives free civil legal help to low-income people. Its site covers the landlord-tenant code and other housing issues. Phone intake runs Monday to Friday, 9:00 am to 11:30 am and 1:00 pm to 3:30 pm. Call 808-536-4302 (Oahu) or 1-800-499-4302 (neighbor islands).

The Honolulu Access to Justice Room is at Honolulu District Court. Volunteer attorneys give free, limited legal services and advice on landlord tenant cases. Call (808) 909-2847.

Mediation Centers of Hawaii runs a program for unpaid rent. It gives free mediation (a meeting with a neutral person who helps you and your landlord agree) before an eviction case is filed. First your landlord gives you a 10 day notice for unpaid rent. Then you have 10 days from when you get it to ask the local mediation center for mediation. The program runs from February 5, 2026 through February 4, 2028.
