Security Deposit Not Returned in Pittsburgh — What Can I Do?
If your security deposit is not returned in a timely manner, there are a few options to proceed.

A landlord has 30 days to return a security deposit. This 30 day period doesn't begin until after the tenant gives their forwarding address. This is after providing a list of itemized deductions and outlined damages. If after 30 days the landlord doesn't contact the tenant, then the tenant is entitled to double the withheld deposit.

If there is trouble with receiving the deposit, then you can take your claim to Magisterial District Judge Court or Municipal Court. Gather all communications between you and the landlord, along with lease agreements, expense reports, photographic evidence of the rental unit, and similar proof.
