Uninhabitable Conditions in Pittsburgh — How to Report Them
This is information on what is and is not an "uninhabitable condition" in Allegheny County.

Kuriger v Cramer (1985) says there is an implied warrant of habitability, wherein landlords must provide a safe and sanitary and healthful living space.

A necessity of a habitable condition: running cold and hot water, working sewage and electricity, secure roofs and walls, adequate heat based on local property maintenance codes, no infestations.

If faced with an uninhabitable condition, it is recommended to report it to the local Housing and Community Environment Program through their web portal. Record evidence of the condition along with written proof of any requests to the landlord.

There is also the option to withhold rent, repair the condition yourself and negotiate rent deductions, and to terminate the lease and leave. Filing legal action in to Magisterial Court is also possible, but be prepared for a lengthy process.
